The planet builders are a secretive race of extraordinarily advanced beings able to create an entire star system complete with complex life on its one perfect earth-type planet in a matter of weeks. They makr planets they've made with a 2000 ft tall obelisk structure emitting a feint EM field. While they are in the local group, their sphere of influence does not seem to extend to the Milky Way.
